Response to the Proposal by the GEP (Group of Eminent Personalities) of the
CARICOM.
Boukan News, 12/08/2023 – The proposal of the Group of Eminent Personalities (GEP) of the CARICOM is insulting
and must be rejected for many reasons:
1) It is very patronizing. The mission of the Group of “Eminent Personalities”, as we
understood, was to facilitate a dialogue among Haitians that would have paved the way
to a consensus that could get Haiti out of this urgent situation while retaining the
integrity of the State. The emphasis was “for Haitians to decide for themselves and
come up with their own solution”. For this so-called Group of “Eminent Personalities” to
present their own proposal (probably from the CORE Group) is insulting to an illustrious
220-year-old country that is endowed with more brainpower erudition in its archives
than any other country in Central America. Haiti has the guiding principles of the
revolution. Haiti has the heritage of its well renowned authors. Haiti has the present day
think thanks and luminaries. Haiti can solve its internal problems. The political crisis
that Haiti is facing today is primarily exogenous. Malefic foreign forces, long resentful of
Haiti, have invaded the sphere of politics of the country to implant and/or create
entities that are antagonistic to the existence of the nation. This has turned the
complexity of the negotiations among Haitians (Patriots vs. Traitors) into an almost
mathematical impossibility. A rational approach by the GEP, if it wants to help, would be
to use its influence to isolate those malefic foreign forces from the equation (cutting the
hands that are feeding the traitors) and then let Haitians resolve their issues on their
own. It fails to do that.
2) It is disrespectful. With this proposal, the Group of “Eminent Personalities” is
once again displaying its total disrespect towards the will of Haitians. Their
recommendation to maintain an usurper and alleged criminal at the helm of the
government is clear evidence of their lack of morality. The HAITIAN society has
repeatedly stated loud and clear it does not want Ariel Henry who was forced upon
them by neo-colons from former slave holding countries. If the GEP had any sense
of racial awareness and a tiny grasp of Haitian sensibility vis-a-vis racial
patronization, they would have understood the nationalist posture displayed by some
sectors of the opposition: they cannot be labeled as being intransigent for taking a
stance to defend the essence of the independence of their country. What do you
want them to do? Collaborate with traitors in the demise of their own country for the
sake of congeniality? The intransigence in this case resides rather in the insistence
and obsession of the detractors of Haiti to recolonize it at this point in the 21st
century, namely through the praxis of nominating puppets as heads of state of the
First Black Republic in the World since 2010.
3) It does not provide any substantive path to negotiation. What are the
negotiation chips as far as the opposition is concerned? For two years, the
international community has been attempting to legitimize their appointee (Ariel
Henry) through myriads of invitations to international conferences, symposiums, etc.
They have even given credence to his illegal request – acting as a quasi-provisional
president of Haiti in violation of Haiti’s constitution – to invade the country and place it
under Chapter 7. So, now that the independence of the country is seriously
compromised by his unpatriotic and unilateral decisions, what is left on the table to
negotiate? Probably not much. At this point, anyone who negotiates an accord with
Ariel Henry will automatically be guilty of association for HIGH CRIME OF
TREASON AGAINST THE NATION.
4) It is a betrayal of Haiti. The GEP is aware of the Dominican Republic’s hostility
towards Haiti, their conniving tactics and their current president’s implication in the
lobbying efforts to invade Haiti and put it under Chapter 7. A major proof of this is
the contract agreement that Luis Abinader (DR President often accused of
mistreatment of Haitians in his country and who staunchly opposes the construction of
a canal by Haitians in their own country) signed with Kenya to patronize the
Multinational Security Support Mission (MSS) in Haiti. By referencing to that mission in
the document, has the CARICOM, an entity made up of nations in majority populated
by black folks, betrayed Haiti, a member state, in favor of a xenophobic Hispanic
nation in the Caribbean? A nation that is often accused of racial antipathy towards
black folks and most particularly Haitians.
5) It does not include the Haitian Diaspora. The GEP fails to include one of the
most crucial elements of the Haitian Society in its discussions and
recommendations, that is: THE HAITIAN DIASPORA. We were informed that the de
facto Government had designated and sent a bogus Diaspora representative to the
Kingston Conference, which was held From June 11 to June 13. That is very
offensive to the Haitian Diaspora because the GEP knows about the contradictions
existing between those retrograde puppet governments that are forced upon Haiti
and the progressive Diaspora that always opposes them. This goes back to the
Duvalier years. Therefore, welcoming a so-called “Diaspora representative” that is in
collusion with the de facto regime as a whole at the table of discussions is very
disingenuous.
6) It is asking for 18 more months for Ariel Henry. Whatever happened to the 28
months he has already been squatting in the office of Prime Minister? Whatever
happened to all the crimes, the destabilization of the society, the genocide that have
plagued the country under his dreadful administration? Whatever happened to the
repeated unkept promises and agreements that he never cared to abide by or
fulfil? “Sé yon dlo Ariel Henry bwè poul pa réspékté akor li
siyé” Translation “It’s as if Ariel Henry has been drinking some sort of special water
that makes him unable to keep his words and agreements” dixit Arondon Bien-Aime,
one of his trusted allies and signatory to two previous accords. That feeling is also
shared by Mirlande Manigat, his subjugate heading the illegal entity HCT, who came
out publicly to condemn Ariel Henry’s foot dragging ploy to leave office on February
7, 2024 according to the December 21 Accord. We do not see any display of
“Eminence” from a GEP that condones trick, deceit, dishonesty, treachery,
incompetence, corruption, and graft in the leadership of a country that is supposedly
a member of a regional community (CARICOM) with common values. Are gangsters
in Jamaica, Trinidad, Barbados, St Vincent & Grenadines, Bahamas…, rewarded by
“Eminent judges” with complimentary time and luxury cars, namely: BMWs,
Mercedes, Rolls Royce for their crimes? If that is the kind of morals and modus
operandi of the CARICOM, then Haiti has no business being part of such an
organization.
7) Its recommendations are biased. The recommendations of CARICOM’s GEP
are unsurprisingly biased. The organization sat passively and watched Haiti
(supposedly a member state) disintegrate under the weight of severe retaliatory
oppressions by the former slave holding countries which have always been
antagonistic to its existence, that ironically rebranded themselves as “friends of Haiti”
under the Core Group label. CARICOM got involved in this quagmire only at the
request of one of those imperialist powers after CANADA’s refusal to handle the
controversial job for them. In this world of racial complexities and awareness, it is
understood that the yesteryear methods of black nations being bullied by imperialist
countries could result in world outcries and backlashes. Henceforth in this case, the
decision by those atavistically racist countries to outsource 1) the diplomatic
maneuvers to CARICOM and 2) the invasion to KENYA while remaining themselves
invisible. That is how racism and neo-colonialism are implemented in current world
settings. If the GEP were so eminent, why did not they see through that? Or was
there a deal made with the devil over the head of Haiti that Haitians did not know
about?
8) The Group is lacking. The GEP naturally endorses the MSS, another entity to
which the neo-colons outsource the enforcement of their plan. Both the GEP
(diplomatic) and MSS (enforcement) are issued from the same lab and carry the
same mission: Black on black crime. If this GEP were really so eminent, if they had
any sensibility for what Haiti represents to the black world, they would not have
agreed to do the mop-up cleaning operations for the detractors of Haiti that put it
under Chapter 7 of the United Nations, nor endorse the sending of that MSS force
which was formed under false pretense with the obvious intent to humiliate further
the First Black Republic of the world. We find the Group lacking. This became
evident when they agreed to meet with Michel Martelly at the request of Ariel Henry
prior to their last meeting with the protagonists; a Michel Martelly who was cast put
by Haitian society and against whom sanctions had recently been issued for his
involvement in drug trade, corruption, and provision of weapons to the gangs. Hello!
Eminent Personalities! Where is the prestige? Where is the Eminence? Where is the
judgment? Why avoid meeting with your homologues, i.e. the real Eminent Members
of Haitian Society? To complete this masquerade, the GEP could have as well met
with Barbecue and Vitelhomme!
9) It demands constitutional reforms. The most egregious part of the proposal is
the recommendation for constitutional reforms. HOW DARE THEY? After enduring
many years of oppression by puppet governments operating at the will of
imperialistic powers, the Haitian people finally stood up in 1986 and threw a brutal
dictator out of office. They reorganized their country around a landmark
constitution in 1987 to ensure their freedom forever and put an end to the
tribulations they had been enduring for almost two centuries. However, the former
colonial powers had other plans. They have done everything possible to prevent the
implementation of that constitution in the country. This includes among other things:
coup d’états, fraudulent elections, placing inept people in all parts of the government
administration, creating misery by installing kleptomaniacs to steal public funds and
defrauding the population of funds they have themselves collected in its name after a
devastating earthquake, enlisting fake intellectuals to attack and discredit the
constitution, interfering in the country’s legislative affairs and proceedings, interfering
to obliterate the judgement of the High Court of Justice, issuing a tweet to install a
puppet government after the mysterious and spectacular assassination of a president,
endorsing the federation of gangs that terrorize the population and commit massacre
after massacre.
After spearheading this monumental chaos in the country, which resulted in the
destabilization of the society and its institutions, here comes the Core Group
outsourcing the diplomatic mission to the GEP to ELIMINATE THE CONSTITUTION. If the
GEP had any character and personality, they would have never touched on that sensitive
subject. 90% of authentic Haitians voted for that constitution. Right or wrong, that is
the law of the land. It ought to be respected. Citing articles 56 and 284-3 of the
constitution barring foreigners from implication in the affairs of the State and changing
the constitution by referendum, we declare emphatically that the “Group of Eminent
Personalities” has violated the law of the land and therefore must be declared
persona non grata in the country. Their entire proposal is hereby rejected.

10) THE HAITIAN PEOPLE HAVE BEEN SAYING LOUDLY: THEY DO NOT WANT ARIEL
HENRY, THE TRAITOR, AT THE HELM OF THE NATION. THEY DO NOT WANT HIM
ORGANIZING ELECTIONS. THEY WILL ORGANIZE ELECTIONS WHEN THEY SEE FIT. THE
GROUP OF “EMINENT PERSONALITIES” NEEDS TO ASK THE PEOPLE WHO SENT THEM ON
THIS MISSION TO UNTWEET THEIR PUPPET FROM OFFICE, REMOVE THE COLONIAL UN
ENTITY BINUH FROM THE COUNTRY, DISSOLVE THE CORE GROUP AND THE FEDERATED
GANGS, SQUASH THE ILLEGAL PLACEMENT OF HAITI UNDER CHAPTER 7, ABANDON THE
SINFUL PROJECT OF REOCCUPATION OF HAITI THROUGH THE MSS, AND STOP
MEDDLING AND INTERFERING IN THE INTERNAL AFFAIRS OF HAITI: HAITIAN NEGROS
HAVE THE RIGHT TO DECIDE FOR THEMSELVES AND TO CHOOSE THE COURSE OF THEIR
DESTINY.
